1981 മാര്ച്ച് 28ന് ശ്രീ കെ കെ ബാലകൃഷ്ണന് മാസ്റ്റര് ചീഫ് പ്രമോട്ടറായി രൂപം കൊണ്ട പ്രൊമോട്ടിംഗ് കമ്മറ്റിയാണ് സംഘത്തിന്റെ പ്രാരംഭ പ്രാരംഭ പ്രവര്ത്തനങ്ങള് മുന്നോട്ട് കൊണ്ട് പോയത്. 25 അംഗങ്ങള് ചേര്ന്ന പ്രമോട്ടിംഗ് കമ്മറി താല്കാലിക ഭരണസമിതിയായി നിയമിക്കപ്പെടുകയും, ശ്രീ കെ കെ ബാലകൃഷ്ണന് മാസ്റ്റര് പ്രഥമ പ്രസിഡണ്ടായി ചുമതലയേല്ക്കുകയും ചെയ്തു. 181 അംഗങ്ങളായിരുന്നു അന്ന് സംഘത്തിന്റെ കൈമുതല്.
